Beginning on 23 Nov 1786 the Thomas Grafford in Fairfax Co, VA court records serving on juries is noted as Thomas Grafford junior, hence the first time it is evidently not his father and by 1790 the court dropped the junior from his name, indicating his father was deceased.

On 18 Nov 1790 the Fairfax Co court "ordered that George Minor, Thomas Grafford Junr, William Hally and Jacob Cox be recommended to the Governor as proper personThomas Grafford II to execute the Office of Inspectors of Tobacco at Alexandria Warehouse." This may be the Hunting Creek Warehouse in Alexandria, built on land owned by Capt Simon Pearson about 1730 and then expanded by Hugh West when he bought the property. On 21 Dec 1790 "Thomas Grafford produced to the Court a commission appointing him one of the Inspectors of Tobacco at the Alexandria Warehouse pursuant to which he took the oath prescribed by law for the due execution of his office." On 20 Sep 1791 it was "Ordered that George Minor, Thomas Grafford, Jacob Cox and William Halley be recommended to the Governor as proper persons to execute the office of Inspectors of Tobacco at Alexandria Warehouse." On 24 Nov 1791 "Thomas Grafford produced to the Court a commission from the Governor appointing him one of the Inspectors of Tob. at Alexandria W'house pursuant to which he took the oaths prescribed by law & enter'd into bond together with Will. Hepburn his sec'y for the due execution of his office & rec'd. Thomas Grafford together with W’m Hepburn his sec'y ackn'd a bond for the collection of duties on tob. at Alexandria Warehouse & rec'd." On 18 Sep 1792 it was "Ordered that Thomas Graffort, Jacob Cox, Richard Sandford & William Henry Terrett be recommended to the Governor as proper persons to execute the office of Inspectors of Tobacco at Alexandria Warehouse."

A Thomas was also on the 1790 Fairfax Co federal census with four whites and one horse at his residence. Thomas Grafford junior was listed on the Fairfax Co Tithables List with himself as the only man over age 21 at his residence.

On 18 Jun 1801 in Broadwater and wife vs Gunnell, Broadwater requested the court take the deposition of Thomas Graffort, "... an aged and a material witness...." This Graffort is believed to be Thomas Grafford junior.
